This bill amends Hawaii's state law regarding supplemental payments for various types of care homes, including adult residential care homes, developmental disabilities domiciliary homes, community care foster family homes, and certified adult foster homes. The bill increases the state supplemental payment ceilings, changing the maximum payment for Type I facilities from $784 to $1,332 and for Type II facilities from $892 to $1,440. Additionally, the bill introduces a new provision allowing the department to authorize an additional payment of up to $500 for resident clients receiving Supplemental Security Income (SSI) when state funds for the supplemental payment have not been fully expended in a fiscal year. This additional payment can only be authorized after the maximum payments have been paid for at least twelve consecutive months and must comply with the department's maintenance of effort agreement with the Social Security Administration. The bill aims to provide more financial support for care home residents and ensure that allocated funds are effectively used. The changes will take effect on July 1, 2025.
