This bill increases state supplemental payment ceilings for several types of care homes in Hawaii. Specifically, the legislation raises the maximum state supplemental payment for facility type I adult residential care homes, licensed developmental disabilities domiciliary homes, community care foster family homes, and certified adult foster homes from $784 to $1,440. Additionally, the bill increases the maximum state supplemental payment for type II adult residential care homes from $892 to $1,530. These changes are designed to help care facilities receive more financial support for providing services to recipients who are eligible for federal supplemental security income or public assistance. The bill maintains existing provisions that allow the department to remove a recipient from a care facility if the quality of care is unsatisfactory, while also protecting recipients' rights to remain in a facility if they and the operator both agree and the current level of care remains appropriate.
