This bill addresses challenges in Hawaii's environmental review process, specifically for ocean recreation and coastal area activities. The legislation allows certain long-standing commercial operations that have been recently renewed to continue operating for up to one year while undergoing environmental review, even if their status is being legally challenged. Under the bill, activities permitted under Chapter 200 of Hawaii Revised Statutes can remain operational while the appropriate state agency determines whether they require a full environmental impact statement (EIS) under Chapter 343. The bill also permits permit holders to renew their permits while the environmental review is ongoing.
