AI Summary
This bill modifies Hawaii's state building code regulations by establishing a new process for adopting and implementing building codes across the state. The bill updates Section 107-25 of Hawaii Revised Statutes to specify that when the International Code Council's 2024 suite of codes is adopted as the state building code, it will automatically supersede all existing county building codes. After this adoption, counties will retain the ability to amend the state building codes within their own jurisdictions. The bill also repeals Section 107-28, which previously allowed county governing bodies to independently amend, adopt, and update building codes without council approval. The codes referenced include important standards like the state fire code, Uniform Plumbing Code, International Building Code, National Electrical Code, and specific Hawaii design standards related to emergency shelters, essential government facilities, and hurricane resistance. The legislation aims to create a more standardized approach to building codes statewide while still providing counties with some flexibility to make localized modifications. Notably, the bill is set to take effect on an unusual date of January 1, 3000, which might be a placeholder or drafting error.
