This bill authorizes the Hawaii Department of Budget and Finance to issue up to $80 million in special purpose revenue bonds to assist West Hawaii Community Health Center (doing business as Hawaii Island Community Health Center), a nonprofit organization, in expanding and improving healthcare facilities across the island of Hawaii. Specifically, the bill supports five key projects: (1) constructing a 45,000 square foot medical campus in Kailua-Kona with medical, dental, behavioral health, pharmacy, and specialty care services; (2) renovating a 10,000 square foot facility in downtown Hilo to create a primary healthcare center for women's health, pediatric care, and family medicine; (3) developing a new 10,000 square foot primary healthcare facility in Pahoa to serve the Puna District; (4) renovating a 3,600 square foot building in Na'alehu to house healthcare workers; and (5) supporting other related expansion projects. The bonds can be issued through June 30, 2030, and are designed to help the health center improve healthcare access and infrastructure across different communities on Hawaii Island. The bill takes effect on July 1, 2025, and the legislature declares that these projects serve the public interest by supporting healthcare facilities that benefit the general public.
