This bill aims to support electric vehicle (EV) infrastructure in Hawaii by requiring new state buildings with parking to design at least 25% of parking stalls as "electric vehicle charger-ready" starting July 1, 2025. The term "charger-ready" means having sufficient electrical infrastructure to support Level 2 charging stations, including appropriate wiring, conduits, and electrical panel capacity. The Hawaii State Energy Office will conduct a survey of existing state facilities to identify 4-10 high-priority locations for EV charging infrastructure retrofits and must submit a report to the Legislature before the 2026 legislative session. The bill establishes a statewide goal of retrofitting state facilities to be EV charger-ready and appropriates $300,000 for two fiscal years to assess and install EV charging systems at identified high-priority facilities. The legislation is motivated by the growing adoption of electric vehicles in Hawaii, which reached 15% of new car sales in 2024, and recognizes the benefits of workplace charging for people who cannot charge vehicles at home, such as renters and low-income families, as well as the potential to improve grid energy efficiency by encouraging daytime charging.
