This bill amends Hawaii's campaign finance law to expand restrictions on political contributions by state and county contractors. The bill prohibits not only contractors, but also their officers, senior employees, consultants, and immediate family members from making contributions to candidate or noncandidate political committees during the duration of their government contract. If such an unlawful contribution is received by a candidate committee or noncandidate committee, they must return the contribution to the donor within 30 days; failure to do so will result in the contribution being transferred to the Hawaii Election Campaign Fund. The bill defines the "completion of the contract" as the point at which all contract obligations have been fulfilled, disputes have been resolved, and no outstanding claims remain. The purpose of these provisions is to prevent potential conflicts of interest and the appearance of impropriety in political fundraising by those doing business with state or county governments. The bill will take effect upon approval and does not impact rights, penalties, or proceedings that existed before its effective date.
