AI Summary
This bill proposes a comprehensive overhaul of Hawaii's biosecurity framework by renaming the Department of Agriculture to the Department of Agriculture and Biosecurity and expanding its roles and responsibilities. The bill establishes a new deputy director of biosecurity position, broadens the department's authority to prevent, detect, and respond to invasive species and pests, and creates new mechanisms for managing biological risks. Key provisions include establishing a biosecurity emergency declaration process that allows the department and governor to take extraordinary actions during serious pest threats, such as requisitioning property and exempting certain procurement rules. The bill also requires the creation of an invasive species dashboard to provide real-time public information about treatment areas and allows individuals to submit pest management plans for review and potential implementation. Additionally, the legislation expands the Board of Agriculture to twelve members, with two members required to have biosecurity experience, and updates numerous references across Hawaii's legal code to reflect the new departmental structure. The bill aims to enhance Hawaii's ability to protect its unique ecosystem and agricultural industries from potentially devastating invasive species and biological threats by providing more comprehensive and proactive management tools.
