This bill requires the commissioner of motor vehicles to create new rules mandating that all school buses, regardless of their seating capacity, must be equipped with a stop-arm (a mechanical arm that extends from the side of a school bus to prevent vehicles from passing when children are boarding or exiting) on each side of the bus. Specifically, the bill amends existing vehicle and traffic law to expand a previous regulation that only required school buses with 45 or more passenger seats to have a second stop-arm. The new regulation will require every school bus, even those with fewer than 45 seats, to have functioning stop-arms on both sides, and prohibits operating a school bus on public highways without such stop-arms. The bill will take effect 180 days after becoming law, and allows the commissioner to develop and implement the necessary rules and regulations during this interim period to ensure smooth implementation.
