This bill requires the commissioner of motor vehicles to establish new rules mandating that all school buses, regardless of their seating capacity, must be equipped with a stop-arm (a mechanical arm that extends from the side of a school bus when it stops to pick up or drop off students, signaling other vehicles to stop) on each side of the bus. Currently, only school buses with a seating capacity of 45 or more persons manufactured after January 2002 were required to have a second stop-arm. The new regulation will prohibit operating a school bus on public highways without a functioning stop-arm on both sides of the vehicle. This change aims to enhance student safety by ensuring that all school buses have a mechanism to alert and stop traffic when children are boarding or exiting the bus. The bill will take effect 180 days after becoming law, and state officials are authorized to develop the necessary regulations in preparation for its implementation.
