This bill, effective July 1, 2025, significantly increases the state's funding for an adequate education by raising the base cost per pupil from $4,100 to $7,356.01 and substantially increasing the additional aid provided for students who are eligible for free or reduced-price meals, English language learners, and those receiving special education services. The bill also expands the definition of what constitutes the cost of an adequate education to explicitly include expenses for teachers, benefits, student-teacher ratios, principals, administrative staff, counselors, librarians, technology coordinators, custodians, nurses, instructional materials, technology, professional development, facility operations and maintenance, and transportation, and mandates that this cost be updated at least every two years using actual costs from approved schools.
