Regarding fertility services, the bill mandates that health insurance plans and Medicaid cover a range of services, including fertility diagnostic care, intrauterine insemination, in vitro fertilization (IVF) with up to three egg retrievals, unlimited embryo transfers, fertility-related medications, and fertility preservation services. The bill prohibits insurers from discriminating based on the use of donor sperm, eggs, embryos, or surrogacy, and requires the Department of Financial Regulation to report annually on compliance and access to these services. The provisions for health insurance plans will take effect on January 1, 2026, while Medicaid coverage will be contingent on federal approval.
