This bill amends the New York State Education Law to require school districts to create detailed site mapping for emergency response, which will provide law enforcement and first responders with comprehensive, standardized digital information about school buildings and grounds. The bill mandates that these site maps must include up-to-date floor plans overlaid on aerial imagery, specific labeling of building access points, room labels, hallway names, external door numbers, locations of hazardous materials and utility shut-offs, key boxes, automated external defibrillators, and trauma kits. The maps must be provided in a format compatible with law enforcement and school security software platforms, oriented to true north, overlaid with gridded coordinates, and verified through annual walkthroughs. Additionally, the bill provides funding mechanisms for school districts to create these site maps by allowing them to receive additional building aid from the commissioner of education specifically for developing and maintaining these emergency response mapping resources. The goal is to enhance school safety by providing first responders with precise, easily accessible information to help them quickly and effectively respond to potential emergencies. The act will take effect six months after becoming law.
