This bill establishes comprehensive labeling requirements for premoistened nonwoven disposable wipes, commonly known as wet wipes, across various categories such as baby wipes, hygiene wipes, cleaning wipes, and personal care wipes. The legislation mandates that manufacturers prominently display a "DO NOT FLUSH" symbol and label on product packaging, with specific placement requirements depending on the package type (cylindrical, flexible film, or refillable). The label must be at least two percent of the principal display panel's surface area and appear in sharp contrast to the background. Manufacturers are prohibited from claiming their products are flushable through product names, endorsements, or illustrations. By January 1, 2026, manufacturers must submit their proposed labeling to the U.S. Environmental Protection Agency for approval and then provide a copy to Hawaii's Department of Health. The bill also appropriates funds to hire two full-time equivalent positions within the Department of Health to conduct inspections, enforcement, education, and outreach related to these new labeling requirements.
