This bill amends the University of Hawaii Tuition and Fees Special Fund statute to allow the Board of Regents to authorize up to $3,000,000 annually in expenditures specifically for providing student aid during emergencies or disasters officially declared by the governor. The new provision requires the university to submit a comprehensive report to the legislature detailing how these emergency student aid funds were used, to be submitted no later than twenty days before each regular legislative session. The bill makes several minor technical changes, such as standardizing the capitalization of "university" throughout the existing statute, and will take effect on July 1, 2025. The legislation builds upon existing provisions that allow the university some flexibility in using its tuition and fees special fund, including previous allowances for promoting alumni relations and generating private donations, and now adds this new emergency student aid provision to provide additional financial support options during crisis situations.
