This bill modifies existing Hawaii state law regarding pay and health insurance allowances for Hawaii National Guard members activated for state service. Specifically, the bill eliminates previous rank-based restrictions on health insurance coverage, expanding eligibility for TRICARE Reserve Select, TRICARE Dental, and vision coverage to ALL officers, warrant officers, and enlisted personnel who are activated for more than 30 days in state service. Previously, these insurance allowances were limited to lower-ranking personnel (officers up to O-3, warrant officers up to CW-2, and enlisted personnel up to E-6). The bill maintains existing provisions that require electronic pay deposits and ensure that pay and allowances for state-activated National Guard members do not fall below a certain hourly wage threshold. By removing rank-based limitations, the bill aims to provide more comprehensive health insurance support for Hawaii National Guard members serving the state, regardless of their military rank or grade.
