This bill amends Hawaii state law to expand healthcare coverage allowances for Hawaii National Guard members activated for more than 30 days of state service. Specifically, the bill removes previous restrictions that limited healthcare allowances based on military rank, and now provides allowances for TRICARE Reserve Select (a military health insurance program), TRICARE Dental Program, and vision coverage to all officers, warrant officers, and enlisted personnel who are activated for more than 30 days. Previously, these allowances were only available to lower-ranking personnel (officers up to O-3, warrant officers up to CW-2, and enlisted personnel up to E-6). The bill ensures that if a National Guard member is activated for state service and does not have other health insurance, they and their eligible dependents will receive coverage allowances, regardless of their military rank. The healthcare allowances are designed to support National Guard members during extended periods of state service by helping them maintain medical, dental, and vision coverage for themselves and their families.
