This bill clarifies the composition and operational rules for the Stadium Authority, a body within Hawaii's Department of Business, Economic Development, and Tourism responsible for managing the stadium development district. The bill specifies that the authority will consist of eleven members: eight public members appointed by the governor, with specific requirements for community representation from Aiea and west Honolulu areas, and three ex officio members (including the director of business, economic development, and tourism as a voting member, and the University of Hawaii president and education superintendent as non-voting members). Each public member must be a U.S. citizen and Hawaii resident for at least five years before appointment.
