This concurrent resolution authorizes the Board of Land and Natural Resources to issue a 25-year, non-exclusive easement to HTH DH Ventures, LLC for concrete stairs located on state submerged lands in Waikiki, Oahu. The resolution stems from the company's ownership of a nearby property and the previous existence of concrete steps on a seawall that were removed in 2021. On May 4, 2023, the Office of Conservation and Coastal Lands approved construction of replacement steps in the same location as the original ones. The Board of Land and Natural Resources approved the easement on October 13, 2023, with the understanding that HTH DH Ventures, LLC will pay the fair market value for the easement as determined by an independent appraisal. The resolution is required under section 171-53(c) of Hawaii Revised Statutes, which mandates prior approval from the Governor and authorization from the Legislature for leasing state submerged lands. The easement will cover approximately 26.5 square feet and allows for the construction, use, repair, and maintenance of the concrete steps.
