This concurrent resolution authorizes the Board of Land and Natural Resources to issue a 25-year, non-exclusive easement to HTH DH Ventures LLC for concrete stairs located on state submerged lands in Waikiki, Honolulu, Oahu. The easement covers approximately 26.5 square feet and is for a specific property identified by Tax Map Key (1) 3-1-039:065. Previously, concrete steps existed on this seawall but were removed in 2021, and the company now seeks to replace them in the same location and footprint. The Department of Land and Natural Resources' Office of Conservation and Coastal Lands has approved the construction of new steps, and the Board of Land and Natural Resources has already approved the grant of the easement. The resolution requires that HTH DH Ventures LLC pay the fair market value for the easement, as determined by an independent appraisal, and that the company will not construct the steps until receiving prior approval from the Governor and authorization from the Legislature, as mandated by Hawaii Revised Statutes section 171-53(c).
