This bill increases the ceiling of the pesticide use revolving fund from $1,000,000 to $3,000,000, which will provide the Hawaii Department of Agriculture with enhanced financial resources to support its pesticide-related activities. Currently, the department uses this fund to support various important programs, including pesticide registration and licensing, certification and education, compliance monitoring, pest eradication and control workshops, integrated pest management strategies, and other services for pesticide users. By raising the fund's ceiling, the bill aims to enable the department to fund more technical pesticide projects, complete environmental studies, and improve pesticide compliance, enforcement, and biosecurity efforts. The bill will take effect on July 1, 2025, and any unobligated, unencumbered, or unexpended funds exceeding $3,000,000 at the close of each fiscal year will lapse to the state general fund.
