This bill increases the ceiling of the pesticide use revolving fund from $1,000,000 to $3,000,000, which will provide the Hawaii Department of Agriculture with enhanced financial resources to support its pesticide program. Specifically, the fund will continue to support activities such as pesticide registration and licensing, certification and education, compliance monitoring, establishing pesticide training workshops, developing pest eradication and control programs, creating integrated pest management strategies, and conducting environmental studies. The bill's purpose is to give the department more flexibility and funding to improve its technical pesticide projects, compliance and enforcement efforts, and biosecurity initiatives. The new fund ceiling will take effect on July 1, 2025, and any unobligated, unencumbered, or unexpended funds exceeding $3,000,000 at the close of each fiscal year will lapse to the state general fund.
