This bill establishes new provisions for medical and long-term care expenses for patients at the Hawaii State Hospital and other psychiatric facilities under the Director of Health's custody. The Department of Health is authorized to establish payment rates for long-term care services for patients discharged from these facilities. The bill does not affect any rights, duties, penalties, or proceedings that existed before its effective date and will take effect upon approval.
