This bill increases the fine for landlords who fail to file timely rent registration statements from $500 to $1,000 per unregistered unit for each month the registration is late. The bill amends two existing laws: the administrative code of New York City and the Emergency Tenant Protection Act of 1974. Under the new provisions, if a landlord does not file a proper and timely initial or annual rent registration statement, they will be barred from collecting rent above the legal regulated rent until the registration is filed. After receiving notice of the delinquency via electronic mail and physical mail, the landlord will be subject to the higher fine. The fine will be imposed by an order that can be enforced like a Supreme Court judgment by the Division of Housing and Community Renewal. If the landlord files a late registration, they will not be penalized for past rent collection, provided the rent increases were otherwise lawful. The changes are designed to encourage timely rent registration and provide clearer consequences for non-compliance.
