This bill modifies the existing law regarding program evaluation for child sex trafficking prevention by updating the requirements for how and when the director of child sex trafficking prevention must submit evaluations. Specifically, the bill changes the evaluation submission timeline from a fixed date in 2015 to a requirement that an updated evaluation be submitted to the commissioner of health and to the chairs and ranking minority members of senate and house committees with jurisdiction over health and public safety by September 1 of each odd-numbered year. The substantive requirements for the evaluation remain largely the same, including assessing whether the program is reaching intended victims, evaluating support services for sexually exploited youth, and examining outcomes such as identification of exploited youth, investigation coordination, access to services and housing, and effectiveness of services. The evaluation must also continue to review how penalties related to sexual exploitation are assessed, collected, and distributed to support investigation, prosecution, and victim services.
