This bill amends Minnesota Statutes to modify the requirements for the director of child sex trafficking prevention's program evaluation. The director must now submit an updated evaluation to the commissioner of health and the chairs and ranking minority members of the senate and house of representatives committees with jurisdiction over health and public safety by September 1 of each odd-numbered year, replacing the previous requirement of submission every two years starting in 2015. The evaluation must continue to assess whether the statewide safe harbor program for sexually exploited youth is effectively reaching intended victims and providing adequate support services. Specifically, the evaluation should examine outcomes such as the program's ability to increase identification of sexually exploited youth, improve coordination of investigations, enhance access to services and housing, and assess how penalties related to sexual exploitation are collected and distributed to support investigation, prosecution, and victim services. The goal of these evaluations is to ensure the ongoing effectiveness and improvement of programs designed to protect and support youth who are victims of sex trafficking.
