This bill amends Michigan's juvenile justice law to provide specific conditions under which a juvenile under 18 years old can be transported with an adult during detention. Currently, juveniles are strictly prohibited from being transported with or associating with adult criminals. The new provisions allow transportation with an adult only if the juvenile is 16 or 17 years old, the adult is 25 years old or younger, both were taken into custody simultaneously, both were involved in the same offense or occupied the same vehicle during the offense, and the juvenile is separated from the adult as soon as possible upon arrival at the detention facility. The bill maintains the existing requirement that juveniles cannot be confined in jails, prisons, or other adult detention facilities for more than 30 days, and must be kept separate from adult criminals when detained. The amendment aims to provide more flexibility in juvenile transportation while still protecting young offenders from inappropriate exposure to adult criminal environments. The bill will take effect 90 days after its enactment into law.
