This bill modifies the certification and services for Community Emergency Medical Technicians (CEMTs) in Minnesota, updating requirements for their training, scope of practice, and medical assistance reimbursement. The bill revises the eligibility criteria for CEMT certification, requiring individuals to be currently certified as an EMT or AEMT with two years of service, complete an approved education program that includes culturally appropriate care, and follow specific protocols established by a physician medical director. The bill expands the range of services CEMTs can provide, including health assessments, chronic disease monitoring, vaccinations, laboratory specimen collection, and hospital discharge follow-up care. Additionally, the bill updates the medical assistance reimbursement rate for CEMT services from $9.75 to $100 per hour, billed in 15-minute increments with an additional $1.25 per mile traveled. CEMTs will now be able to conduct post-discharge visits and safety evaluation visits for patients, focusing on medication access, food access, and home hazard identification, with the requirement that they obtain a Unique Minnesota Provider Identifier (UMPI) number. The changes are set to take effect on January 1, 2026, or upon federal approval, whichever occurs later.
