This bill modifies the certification requirements and medical assistance coverage for Community Emergency Medical Technicians (CEMTs) in Minnesota. The bill updates the eligibility criteria for CEMT certification, requiring individuals to be currently certified as an EMT or Advanced EMT with two years of service, complete an approved education program that includes culturally appropriate care, and follow specific practice guidelines. The new provisions expand the scope of CEMT services to include health assessments, chronic disease monitoring, vaccinations, laboratory specimen collection, and hospital discharge follow-up care, all under the supervision of a physician medical director. The bill also changes the medical assistance reimbursement for CEMT services, increasing the payment rate from $9.75 to $100 per hour (billed in 15-minute increments) and adding a mileage reimbursement of $1.25 per mile. CEMTs can now provide post-discharge visits and safety evaluation visits for patients at risk of repeated ambulance calls or nursing home placement, with the requirement that they obtain a Unique Minnesota Provider Identifier (UMPI) number to receive payment. The changes are set to take effect on January 1, 2026, or upon federal approval, whichever is later.
