This bill requires the Hawaii Department of Education to establish a cardiopulmonary resuscitation (CPR) and automated external defibrillator (AED) training program for students in grades six through twelve, starting in the 2025-2026 school year. The training program must use a curriculum developed by the American Heart Association or American Red Cross, be based on current emergency cardiovascular care guidelines, and include hands-on practice. The program will be incorporated into existing health or physical education classes and will be available to students in middle, intermediate, and high schools. Additionally, the bill mandates that each public school establish a comprehensive cardiac emergency response plan that includes creating a response team, placing and maintaining AEDs on school grounds, identifying and training staff in first aid and emergency cardiac care, conducting practice drills, and coordinating with local emergency service providers. Schools can waive the training for students with disabilities, and the bill includes a liability protection clause for the department and its personnel. The goal of these requirements is to improve student preparedness and school response to potential cardiac emergencies.
