This bill introduces a phased ban on state departments and administratively attached agencies purchasing lei (traditional Hawaiian garlands or wreaths) that contain plant materials grown and harvested outside of Hawaii. The bill establishes a gradual reduction in the percentage of imported lei that can be purchased: from January 1, 2030, to December 31, 2044, agencies can purchase up to 90% of lei with imported plant materials; from January 1, 2045, to December 31, 2054, this drops to 50%; and from January 1, 2055, to December 31, 2064, only 25% of lei with imported materials can be purchased. Starting January 1, 2065, state departments and administratively attached agencies will be completely prohibited from purchasing lei containing plant materials grown and harvested outside of Hawaii. This restriction applies to all lei purchases, including small purchases made under existing procurement regulations. The goal appears to be supporting local Hawaiian agriculture and lei-making industries by gradually reducing reliance on imported plant materials.
