This bill establishes the Department of Children's Services and Juvenile Justice (DCSJJ) as a new state agency, consolidating services previously handled by the Department of Health and Human Services (DHHS), specifically its Division for Children, Youth and Families and the Bureau of Children’s Behavioral Health. The DCSJJ will be responsible for a unified statewide administration of programs and services for children and youth, including child protection, foster care, adoption, juvenile justice, and behavioral health services, organized into four divisions: Administration Support, Child Welfare, Juvenile Justice, and Children's Behavioral Health Services. The bill also outlines the appointment and duties of the DCSJJ Commissioner, transfers all relevant personnel, records, and funds from the DHHS divisions to the new department, and makes numerous conforming changes to existing state laws (RSA) to reflect the creation of the DCSJJ and the transfer of these responsibilities. The act is set to take effect on January 1, 2026.
