This bill establishes a new Venue Beer, Wine, and Liquor License specifically for Dorchester County that allows certain nonprofit or for-profit businesses to sell and serve alcoholic beverages during events. To qualify for the license, a venue must be at least 2,000 square feet, capable of accommodating at least 100 people, and have adequate bathroom facilities. The license permits the sale of beer, wine, and liquor by the drink or bottle for on-premises consumption during events, but only when food is also being served. The license is restricted to a single location and cannot be transferred, with an annual fee of $1,500. Importantly, the bill also modifies existing licensing restrictions that typically prevent establishments from operating within 300 feet of places of worship or schools. Under the new provisions, a venue can obtain a license in such a location if it receives written consent from the nearby place of worship or school. The license will be valid for selling alcohol during the same hours and days permitted for a Class B beer, wine, and liquor license, and the Dorchester County Board of License Commissioners may adopt regulations to implement these new provisions. The bill is set to take effect on July 1, 2025.
