This bill clarifies that a child's parent, legal guardian, or legal custodian can access and review all of the child's health and medical records, including those related to treatments that unemancipated minors (those not legally considered adults) can receive without parental consent, such as prescription records (information about medications prescribed or dispensed) and rehabilitation records (information about treatment plans and recommendations). However, this access is restricted if a treating professional is legally required to report child abuse and believes that providing the records would endanger the minor's life or safety, or if the minor has communicated suicidal ideations to the professional and the professional believes the minor is likely to attempt suicide. Additionally, the bill allows employees of local education agencies (like schools) to provide basic first aid supplies such as bandages, gauze, or ice packs for minor injuries like cuts, scrapes, bumps, and bruises.
