This bill clarifies that a child's parent, legal guardian, or legal custodian can access and review their child's health and medical records, including prescription records (documents related to medication) and rehabilitation records (treatment plans for recovery), even for treatments a minor can receive without parental consent, with some exceptions; specifically, access to these records will be denied if the treating professional is mandated to report child abuse and believes that providing access would endanger the minor's life or safety, and in cases where a minor expresses suicidal intent and the professional believes they are at risk of attempting suicide, the professional must report this to the parent or guardian. Additionally, the bill allows employees of local education agencies (schools) to provide basic first aid supplies like bandages, gauze, or ice packs for minor injuries such as cuts, scrapes, bumps, and bruises.
