This bill requires the Commissioner of Education, in consultation with the Commissioner of Health, to conduct a comprehensive study and report on the implementation of a 2012 law that authorized podiatrists to perform standard and advanced ankle surgeries. The study must examine various aspects of this surgical privilege, including the number of podiatrists who have applied for and obtained these surgical privileges, the use of limited ankle surgery permits for training purposes, the settings where podiatrists obtained their required experience, and detailed county-level data on the types and numbers of ankle surgeries performed between 2017 and 2024. The report must also include a thorough analysis of quality and safety measures, such as reported adverse events, complaints filed against podiatrists with these surgical privileges, disciplinary actions, and, where possible, a comparison of performance with other states. The Commissioner is required to submit this report to state leadership by September 1, 2025, and biennially thereafter, with the report to be publicly posted on the Department of Education's website. The bill aims to provide comprehensive insight into the impact of expanding podiatric surgical privileges on access to and quality of ankle surgeries.
