This bill amends the social services law and insurance law to expand coverage for asthma treatment and management. Specifically, the bill requires insurance policies to cover asthma self-management training services for individuals diagnosed with asthma or parents of those with asthma, including education on proper use of medical devices like spacers, valved holding chambers, and masks, as well as information about environmental asthma triggers. The coverage includes equipment such as rescue inhalers, nebulizers, and related supplies for individuals of all ages, with additional provisions for children under 19 years old to have equipment for school use. The bill mandates that this education can be provided by physicians, licensed healthcare providers, or certified asthma nurse educators, and can include individual or group sessions, as well as home visits when medically necessary. The coverage is subject to annual deductibles and coinsurance consistent with other policy benefits, and the New York State Department of Health will periodically update the list of medically necessary asthma equipment and supplies. The act will take effect on the first day of January following its passage and will apply to all new, renewed, altered, or modified insurance policies from that date forward.
