This bill authorizes the creation of distinctive "Blue Star Mother" and "Blue Star Family" license plates for parents, spouses, children, siblings, and grandparents of active duty military service members. Individuals who qualify can request these special license plates by submitting an application to the motor vehicle department, paying the standard registration fee plus an additional $25 annual service charge. The $25 fee will be deposited into a newly established "blue star mothers and families support fund" managed by the New York State Division of Veterans' Services, which will use the funds to support programs and organizations that assist families of active duty service members. Before the plates can be designed and issued, the bill requires either a $6,000 surety bond or a minimum of 200 pre-orders to cover development costs. The bill aims to provide a way for families of service members to show their pride and support while generating funds for military family support organizations. The new license plates and fund will take effect 180 days after the bill becomes law.
