This bill authorizes the creation of special "Blue Star Mother" and "Blue Star Family" license plates for family members of active duty service members, including parents, spouses, children, siblings, and grandparents. To obtain these distinctive license plates, applicants must submit a request to the motor vehicle department and provide proof of their family member's active military service. There is a regular registration fee plus an additional $25 annual service charge for these plates. The $25 fee will be deposited into a new "blue star mothers and families support fund" managed by the New York State Division of Veterans' Services, which will use the funds to support programs and organizations that assist families of active duty service members. Before the plates can be designed and issued, the bill requires either a $6,000 surety bond or confirmation that at least 200 people have pre-ordered the plates. The distinctive plates will only continue to be produced if 200 or more sets are sold within two years of becoming available. The bill will take effect 180 days after becoming law, with provisions allowing for preparation of necessary regulations in advance.
