This bill authorizes the state of Hawaii to issue general obligation bonds and appropriate funds to the Department of Accounting and General Services for the replacement and relocation of the Oahu Community Correctional Center. The legislature recognizes an urgent need to replace the current facility and notes that in 2020, the Honolulu City Council approved a plan to move the new correctional center to the Halawa animal quarantine station site. The bill allows the director of finance to issue bonds for fiscal year 2025-2026 to fund critical capital improvements for the project. The appropriated funds will not lapse at the end of the fiscal biennium and will remain available until June 30, 2028, at which point any unencumbered money will lapse.
