This bill establishes a new five-year fleet vehicle registration program within the division of motor vehicles for businesses or entities that own a fleet of 25 or more in-service vehicles. This program allows these registrants to elect a single, common expiration date for all vehicles in their fleet, with registration credentials issued for a five-year period, and permits the transfer of registration for retired fleet vehicles to new ones for the remaining registration term. To enroll, prospective registrants must submit a certificate of good standing from the secretary of state and maintain this status annually, or at any time the division requires, to avoid termination of their fleet registration. The division will collect both state and municipal portions of registration fees for the entire five-year period, prorating fees for any vehicles added mid-program, and will disburse municipal portions within 30 days of receipt, with no refunds available. Off-highway recreational vehicles and snowmobiles are excluded from this program, and the director of the division of motor vehicles is authorized to adopt rules for program administration. This act takes effect on January 1, 2026.
