This bill amends Section 201H-38 of Hawaii Revised Statutes to require affordable housing projects developed by the Hawaii housing finance and development corporation to be located within county-designated transit-oriented development (TOD) zones, or within a half-mile radius of a proposed or existing transit station if the county has not designated such zones. TOD zones are specially zoned areas near rail stations designed to encourage walkable, integrated communities with coordinated infrastructure. The bill aims to address concerns about infrastructure capacity by ensuring that affordable housing projects are developed in areas with well-planned roadways, utilities, and land use requirements. The legislation builds upon a 2006 law that allows the housing corporation to grant exemptions from certain planning, zoning, and construction regulations for affordable housing projects, while maintaining requirements that such projects meet health and safety standards and receive approval from local legislative bodies and the land use commission. The changes are intended to promote more sustainable and strategically located affordable housing development in Hawaii.
