This bill modifies the licensing requirements for landscape architects in Hawaii by adopting uniform standards developed by the Council of Landscape Architectural Registration Boards (CLARB), a nonprofit organization that establishes professional licensure standards across the United States and Canada. The bill simplifies and streamlines the previous complex licensure process, which had multiple paths to qualification based on education, experience, and examination. Under the new provisions, landscape architect applicants can now become licensed by either meeting the board's endorsement requirements or by holding a degree in landscape architecture from an approved school and satisfying the board's examination and experience requirements. The legislation aims to create more consistent licensing standards across jurisdictions, improve professional mobility for landscape architects, and provide increased access to the profession while maintaining the board's ability to ensure applicants are competent and possess high standards of professional integrity. The changes are supported by both the Hawaii board of professional engineers, architects, surveyors, and landscape architects and the Hawaii chapter of the American Society of Landscape Architects.
