The bill creates a Hawaii Film Authority Board with diverse membership, including representatives from government agencies, educational institutions, labor unions, and the film production industry. The board will develop a five-year strategic plan, provide policy recommendations, and coordinate film production efforts across state, county, and private entities. The bill also creates a Film Industry Development Special Fund to support film production incentives, workforce development, industry promotion, and infrastructure support. Additionally, the bill renames the existing Hawaii Film and Creative Industries Development Special Fund to the Hawaii Creative Industries Development Special Fund and specifically excludes film from the definition of creative industries. All rights, powers, functions, and duties of the existing Hawaii Film Office will be transferred to the new Hawaii Film Authority, and current employees will retain their status and benefits. The legislation aims to strategically develop Hawaii's film industry by providing comprehensive support and resources for local and international film productions.
