This bill requires the Department of Business, Economic Development, and Tourism (DBEDT) to establish a Chamber of Commerce Competitive Grant Program designed to support local businesses and entrepreneurship. Under the program, chambers of commerce can apply for grants up to $100,000 if they meet specific criteria, including serving at least 300 businesses and raising one-fifth of the requested grant amount. Eligible chambers must use the funds to develop and cultivate entrepreneurs through mentoring, workshops, and skill development, with potential additional uses including staffing, technical assistance, and technology upgrades. To qualify, chambers must comply with non-discrimination laws, submit detailed applications with measurable outcomes, and provide a $1 match for every $5 of grant funds received. The department will review applications, determine eligibility, and adopt administrative rules for the program, including an appeals process for grant denials.
