This bill requires the Office of the Auditor to conduct a comprehensive forensic audit of the Department of Corrections and Rehabilitation (DCR) and the Department of Accounting and General Services (DAGS) regarding the planning, design, financing, construction, and maintenance of a proposed new jail to replace the Oahu Community Correctional Center. The audit will examine the accountability measures, budget expenditures, compliance with procurement laws, and provide a detailed list of contractors and subcontractors involved in the project. The bill highlights concerns about the proposed $1 billion jail project, including issues of overcrowding, high rates of homelessness and substance abuse among inmates, and the lack of a comprehensive systems-wide approach to corrections. The audit will investigate whether funds have been spent appropriately and in line with their original purpose, and the Office of the Auditor must submit a report with findings and recommendations to the legislature by twenty days before the 2026 regular session. The departments are required to fully cooperate with the audit by providing necessary records and information, and funds will be appropriated from state general revenues to support the audit process, with the act taking effect on July 1, 2025.
