This bill establishes the Hawaii Artificial Intelligence Advisory Council (HAIAC), a multi-agency body composed of key state government officials and seven additional members appointed by the governor with expertise in areas like local government, higher education, and artificial intelligence development. To support its work, the bill creates two full-time equivalent permanent positions within the Department of Accounting and General Services and authorizes the council to procure consultant services. The council members will serve without compensation but will be reimbursed for expenses, and all state departments are required to cooperate with the council. The bill defines AI as models and systems capable of performing functions generally associated with human intelligence, such as reasoning and learning, and is set to take effect on July 1, 3000, with a sunset provision on December 31, 2027.
