This bill requires each county board of education in Maryland to publish on its website a comprehensive list of special education service delivery models, including those provided to "parentally-placed private school students" (defined as children with disabilities enrolled by their parents in private schools, including religious schools). The bill clarifies that a parentally-placed private school student does not include a child with a disability placed in a private school by a public agency. The county boards must also clearly state that decisions about special education service delivery models will be made by an individualized education program (IEP) team in consultation with the child's parents or guardians, and in accordance with the least restrictive environment requirements of the federal Individuals with Disabilities Education Act (IDEA). Additionally, county boards must provide a written copy of this information upon request. The bill is set to take effect on July 1, 2025, and aims to increase transparency and information accessibility for families of children with disabilities who are enrolled in private schools.
