This bill prohibits the sale of certain foods and beverages containing specific synthetic color additives in public schools throughout New York State. The banned color additives include seven specific FD&C (Food, Drug, and Cosmetic) colors: Red No. 3 and 40, Blue No. 1 and 2, Green No. 3, Yellow No. 5 and 6. These restrictions apply to all foods and beverages, including competitive foods and meals reimbursed under federal school lunch programs. However, schools are permitted to sell these items with synthetic color additives under two specific circumstances: first, if the sale occurs off and away from school premises, or second, if the sale takes place on school grounds at least a half-hour after the school day has ended. The bill will go into effect 180 days after it becomes law, giving schools time to adjust their food and beverage offerings to comply with the new regulations. The goal appears to be reducing students' exposure to potentially harmful synthetic color additives during the school day.
