This bill modifies New York state education law to create a new pathway for foreign-trained dentists to obtain licensure in the state. Under the proposed changes, foreign dentists who are not eligible for standard licensure by endorsement can now obtain a limited permit to practice dentistry in federally qualified health care facilities or similar facilities serving underserved populations. To qualify, these dentists must have at least five years of full-time dental practice experience, complete a preliminary competency examination, and practice exclusively within the designated facility. After successfully completing a five-year preceptorship program under the supervision of a licensed preceptor dentist (who must have at least three years of practice experience), these dentists can then apply for full licensure in New York. The bill also expands the experience requirements for dental licensure to include both traditional postdoctoral residency programs and these new preceptorship programs, and makes additional technical modifications to immigration and citizenship provisions related to dental licensure. The act will take effect 90 days after becoming law, with immediate authorization for preparing necessary regulations.
